I was deemed by a psychologist that I lack mental capacity with finances. I now have a deputyship at social services. On taking control over my finances he paid all my debts and wrote on my credit report in the information bit that I'm under county council deputyship and to go through them if I want to open an account. I had good credit will this flag up?
It didnt when I renewed the virgin media in my name?
(I'm only asking because I'm with virgin bank and if they stop the free current account services when using a card abroad I will have to get another bank who do the free transactions aboard)

What did the professional who advised you of this say?
Sam Vimes' Boots Theory of Socioeconomic Unfairness:
People are rich because they spend less money. A poor man buys $10 boots that last a season or two before he's walking in wet shoes and has to buy another pair. A rich man buys $50 boots that are made better and give him 10 years of dry feet. The poor man has spent $100 over those 10 years and still has wet feet.

You need to speak to your deputy. You can open one but you risk it being closed when the bank find out.
Person I know had to get permission from the court of protection to get an account to pay direct debits from because she didn’t have a deputy and needed to pay bills. She does not have access to the account directly - it is managed by her appointee. All shall be well, and all shall be well, and all manner of things shall be well.
Pedant alert - it's could have, not could of.3 -
Most checks are automated, so notes on your credit files don't always get seen. Personally I wouldn't risk it, as there's a very good chance it'll cause more issues in the long run if you don't disclose it to the banks up front. Tell your deputy what you would like to do, and if they agree it's in your best interest then let them sort it out for you.3

Given your circumstances it would be very foolish to try doing this without full transparency- what if they find out and close or freeze your account when you are out of the country? You could be stranded with no access to money, and regardless of your mental capacity repatriation could cost you a great deal of cash.
If it can't be resolved then try something like Currensea, which links to your bank account but is cheaper than using many credit / debit cards.0 -
You could also use a pay up front service such as Caxton. All shall be well, and all shall be well, and all manner of things shall be well.
