But yes, first I'll do the trip to the builders yard and look at what paint is available because this has to be a dedicated day or two to work on it and so far it's mostly cloud and rain.

Yes, the first builders of these places went bankrupt and another lot finished. One did a rubbish job, the other a good job so it's highly unlikely to be a finished surface..........Now I know why the neighbours have painted theirs

There are lots of good exterior paints, and Dulux make some too.

For this kind of job - and I'll have to do this to my own garage door at some point too - I would choose a water-based, self-priming 'allcoat' type paint, such as the Zinsser, Bedec, or Dulux/Johnston/Whatevs equivalent. They simply 'work', and being water-based, are far less hassle.

We had our Garadoor auto up & over garage door painted almost 3 years ago. It has ‘wood grain’ finish & was a horrible faded brown. Decorator used Johnstone’s Trade Stormshield Flexible Satin primer Undercoat & Eggshell. Colour is Blue Zephyr which is closest I could find to Anthracite front door which has blueish tinge. Looks great & easy to wipe off all the dust/muck from the field opposite.
