Multiple individual gsp purchases

I have an item on a multiple quantity listing.
Discount of 15% for 2 or 25% for 3 etc.
A buyer has purchased 3 items but has done so individually, completed checkout within 7 minutes from the first to the third.
International buyer so they are going to the gsp center. 3 sales so I have 3 unique reference numbers.
My question:
Does the quantity discount not show to International buyers?
Items were £35 each so maybe they avoid import duty keeping the sales separate?
Or, the cynical side of me is wondering if its a scam attempt. They are small items so I'm wondering if the buyer thinks I might just send all 3 in one package so they can claim INR for 2 of them?
I'll send them all separately but just wondering as it seems a bit odd they wouldn't take the discount if it's available?

Looking at a sale of mine where an international buyer brought a couple of items, the multiple discount doesn't look like it applied but their postage is definitely cheaper than if they were paid for separately.0

I suspect it is just a confused buyer.
I don't believe it isn't possible for a buyer to use the MVL, it is if you buy from overseas (well Germany in my case) as I was able to buy a quantity of 2 from the same listing and have one purchase.
