roof inspection for leak

I own a leasehold flat that has had a severe leak in the ceiling and walls from the exterior for 5 years in different rooms. The management was very slow to take action, and the attempts to repair it have been unsuccessful. The last time I had a severe leak in a different part of the bedroom, first they brought few contractors. After 3 months, they brought a surveyor and then asked a roofer to inspects and repair. A month after the roof work, the leak persists, and the damp meter is still high. I asked the building manager to provide me with the documents and details of what they did. The roofer charged £3000, with £600 just for the inspection. I will attach the invoice, as I feel the cost is very steep. They mentioned now they have to do another, more expensive repair in another area that they treated 3 years ago. Does the company usually charge £600 for a water test?
