Thanks for that information including this documentation  SL1/ML4.
It strikes me that there ought to be a change in legislation. Since Local Authorities are the ones responsible for approving planning applications, people could be digging in all sorts of places where unknown to them there's such things as a gas pipe. The dangers which can arise from (maybe sometimes unbeknown) damage could have very severe consequences.

Fully agree with there needing to be a legislative change.  We are currently in a dispute with gas about an unknown mains gas pipe running across our garden we knew nothing about.  Long story short, we've done our homework from a legal perspective and, after them showing little willing to work with us, we have thrown that information at them.  Suddenly, we have their attention.  A joining up of local authority planning and utility infrastructure must happen to avoid such conflicts.  The whole system needs transparency.  It makes a landowner extremely vulnerable and above all is very dangerous not to make it abundantly clear that this infrastructure exists in the first place, regardless of how long it has been there. If it wasn't obvious after performing reasonable checks on a property, utility companies should have liability for not declaring it.  I hope you managed to get things sorted.
