PCN from Euro car parks

Hello All. 

Got a PCN from Euro carpark even though I paid however I paid late but it was on the same day. so the long story I went to Harefield retail park where Wickes and Halfords used to be to park while waiting for the misses to pick up some stuff from local shops not realising the euro carparks sign but when I did see it I paid immediately while I was leaving the car park. however I still got a ticket.
I tried appealing by sending them my Ringo receipt but they rejected m,y claim and claimed that the carpark uses PayByPhone app rather than ringo which is wrong as I took a picture of the sign which had Ringo. Now fast forward two years got a ZZPS, GCTT and now QDR all threatening to take me to court if I dont pay. 

I am willing to defend this in court since I used to go there all the time before Halfords and Wickes closed but I am going away for a month very soon and don't want to miss the LBC letter should they decide to pursue this further. I was thinking of emailing QDR or what advice would you give me on this matter.

The event happened on the 18th of December 2022 at 4.14pm. The camera caught me leaving at 4:14pm and my Ringo receipt says I paid at 4:18pm.

I would suggest that you get your mail checked on a weekly basis whilst you are away, regardless of any LoC arriving 

Something else that is urgent could arrive whilst you are away, something that cannot wait 4 weeks 

Get a relative to go in and check the mail, they can WhatsApp you about anything that seems important , including pictures 

On the other hand nothing may happen whilst you are away, its a conundrum you have no control over

The simple answer to your question is - yes.
But why not ask that question of your newly elected Member of Parliament?

Do you read the news? Newspapers, tv news, internet news sites have all been publishing progress on getting the 
Parking (Code of Practice) Act 2019 to become effective.
And of course there is plenty of information on this forum about that too.

8 years and counting, definitely since the Private Parking Bill by Sir Greg Knight MP was given royal assent by the late queen in 2019 , I remember our late PM discussing it on behalf of the MHCLG back when the bill was going through parliament, the debates were televised, plus as KeithP says, its been in every media outlet known to mankind !

Our very own Coupon mad is involved with it, plus was on TV on a south coast beach talking to a reporter, a few years ago , about it

Don't forget where it actually starts and has been known by them for years  -  the DVLA  -  they have no problem  selling your data to the scammers (Hansard).
