    If taking a mortgage just check your mortgage provider is aware and content for you to sub let part of the property.

    Which also raises the question of how to afford to buy a (big enough to split) bungalow while claiming UC?
    OK maybe if downsizing then it would be possible.

    It's one property the OP is buying, that's what the deeds will say, the OP just can't sell a piece of their property it would have to be legally divided up.
    As it's an extension / granny annex  then the planning permission will most certainly say that it has to remain part of the property and can not be sold on it's own.
    Even if you disregard the above, the flat has no capital value, as OP will own the land as that is what comes with the bungalow, so a property that you couldn't gain access to is basically worthless.

    Council tax legislation just applies to council tax, just like the TV licence legislation (Communications Act 2003) just applies to TVs
