If someone parks their car in a site reserved for residents only is their car still insured while parked in the reserved area for tenants?

Depends on what their insurance policy says - are you asking about damage to the car that's parked where it shouldn't be, or damage that the car could make to other cars?

A vehicle is either insured or it isn't. Where it is parked is of no relevance.

If they are persistent and have been told not to park there, try to get together with other residents to box them in.
