Car Insurance, Discount or not?

Good Morning,
This is a very quick and brief overview of a situation my son finds himself in.  

He has contacted his insurance to change career and let them know that the car will be at an address, with him present, for 4 months as its a residential course. 
The address is Gated and Guarded.

They have informed him that he will not be allowed to use the car due to the high risk, and as it has GPS blackbox will know if it has been used to travel to said address with the threat of cancellation of policy.

My question is, 
If they are telling him not to use the car, should he be allowed a discount?

Should he be on the hook for the public transport costs over and above the £2500 annual policy? 

Is there not more risk leaving the car parked in place at home for 4 months than having it in a guarded car park?

    What's stopping your son cancelling and looking for cover elsewhere?

    What's his career? Is the residential course part of his work or is he a student plus his career or is the course the method to get into the career so technically he's just a student?

    If he is no longer insured as a driver of the vehicle then the premiums should reflect his removal, most insurers do want at least one eligible driver on a standard policy, laid up policy is different as there is no cover for anyone moving the car. 

    There'd be no compensation for public transport, he has to decide if this policy is suitable for his needs and if not then buy something else from someone else.
