That plus the lack of kerb blips and lack of observation time will win an appeal in the end because the Council won't want it going to adjudication.
He went down there today, and got new pictures. The one sign is facing away from where traffic entering the road (it's a one way) and is literally below door handle level for a car

And it is impossible to tell whether the obliterated circle on that sign is supposed to be saying 'no waiting' or 'no loading'

Ok I made an appeal on his behalf appealing on the grounds of

    - insufficient /unclear signage - one solitary sign below driver level facing away from the direction traffic would enter the dead end road.

    - unclear on the sign whether it forbids loading, stopping or parking

    - no kerb blips

    - no observation period contrary to BPA guidelines and standard council practise

    So the council replied.

They're saying that there are no requirement for signs on yellow lines, and that the sign pictured should assumed to be taken to mena no stopping at any time . They say they did not observe my brother unloading and there is no requirement for them to wait .

It's a bit cheeky..but he was stopped to unload a Subway 6 inch sub from a nearby Subway branch and load his vehicle from it. I believe he may have a bank statement for this transaction. How strict are the criteria for loading /unloading as in what it is you're meant to load? It could be an interesting test case. The letter says the CEO did not observe my brother unloading, but they effectively issued an on the spot fine so how could they determine this
