Ulez for 1 min?

Hi all,
Need some advice for anyone that has been in this situation maybe. My frient went to Heathrow T3 to pick up someone. From the Map, the Ulez doesn't start until you turn right on the M4 towards T3. They did pay the Ulez charge for the day when they did the pickup but the flight was delayed so they left the terminal very close to midnight. They don't recall exactly but they think at exactly midnight they were just at the junction to get on the M4 (and leave the ULEZ area).
This only happened a few days ago so no ticket yet. But we are not sure if they should pay for the second day or not. He's rather not waste the money since even if they did overstay (again, not 100% sure) it would have been by 1 minute or 2 as they were leaving the area. And it's absolutely outrageous to have to pay so much just for an airport picup to begin with!
Any advice or words of wisdom? Anyone enocuntered this situation? If it does come to a fine, can it be contested on the grounds above?
Thank you,
Ana

There are six grounds to contest. Yours isn't one of them. In future your friend can tell people to get a taxi.1

Thanks LinLui,I guess the question was can we be sure there will be a fine issued? If so, there's still time to pay for the 2nd day. According to him he was right at the border at midnight. Do they have cameras exactly there, does anyone know? Also, taxi is not always possible, the person being picked up was an elderly relative that doesn't speak any English...0

Since we specialise in helping people deal with parking charge notices from unregulated private parking companies here on this forum, you would be better taking this over to our friends on the FTLA forum, as they are the police and council experts.
