Post Office/Royal Mail Signed 4 & Next Day Del?

Hi, Purchased an item from a forum, (reputable seller) posted 1st class signed for was posted last Tuesday got tracking number that's worth nothing on the mail site and still no delivery, if this turns up it is now no good to me as needed it for Tuesday gone, also purchased from eBay yesterday and seller sent at 11.15hrs with next day delivery by 1300hrs, needless to say did not arrive today. Anyway to the first item, if it now arrives by some miracle (to late) can I just tell the post office/royal mail to return it at there cost to sender? Thank You.

What delivery service did they use for "sent at 11.15hrs with next day delivery by 1300hrs" ? What exactly does "sent" mean ? If a larger seller it likely means the label was generated so may not have gone into the system until late last night.If you refuse delivery there is a possibility you will have a fight on your hands for a refund.0

2nd Package arrived today 12:15hrs. Posted 48 hrs ago.
First package first Class Sig on arrival sent Tuesday 18th no sign of it, sender going to request insure after 30 days.

Just a follow up.
2nd package returned to sender today with half the labels missing, lucky part of there address still readable, post office wanted £7 extra postage for returning it lucky the sender had photos of package before they sent it.0 -

There are several factors to consider.
1st class doesn't mean next day any more - not like it used to. It can take several days.
For guaranteed delivery you need to use RM Special Delivery.
Tracked24 is generally next day for me as well.
Another factor is the Post Office themselves.
Ive noted that Tracked 24 and Next Day Guaranteed, or priority, services are taken by them behind the counter and placed in a priority pile.
All other items, including Tracked48, are placed into the postal bag, and if the bag is not yet full it isn't passed across to the RM driver. So it could sit there until the next day before its full and passed across.
Ive dropped items off Tracked48 on a Friday in the past, and it doesn't leave the Post Office and get to the RM sorting office until the following Monday! Hence causing a delay.1
