If he's like messing with computers, have you considered letting him build his own. It's not difficult and he'll get the exact spec he wants.0

He used to build his own, but sadly he's just too old now and his eyesight has really failed - he needs a magnifying glass to read most things so I think his days of faffing around with small PC components are over and he just wants an easy solution that will last him to the end of his days!0

Have you considered one of those mini form factor computers from the likes of Geekom, Minisforum, Beelink etc?
Take up virtually no space and can be as powerful as many desktops.
I have no experience of them (yet) but am tempted to get one to play with. I wonder how reliable they are.I don't care about your first world problems; I have enough of my own!1 -
I have, but I'm reluctant to get anything untested or by a brand he and I are unfamiliar with. I'm trying to keep this process as easy as I can for both of us, as if it goes wrong in any way, I'll have to deal with it and that can be quite difficult for various reasons, as you might imagine ....

Maybe go to your local independent computer shop, they'll be able to put one together for him to his exact requirements and probably very helpful and responsive if it needs any attention subsequently or if he needs advice.0

By specifying a tower, you're automatically going to be offered only high-end gaming PCs with fancy graphics cards etc which ups the price. As a previous poster said, for browsing the web, emails, online banking etc. a mini-PC will be more than sufficient, e.g.
