Searching for ways of paying vehicle tax online without incurring the 2.50 credit card charge. I am trying to determine what prepaid cards will allow me to pay. Also wondering if the PayPal business card will achieve this

As above, it's illegal to charge a fee for using a personal credit card. If you don't have a credit card then just use a debit card, or direct debit.

The fact that OP considers PayPal business card, suggests this could be a business vehicle 🤷♂️
Whether they could tax their business car with their personal card is a separate issue 🤔0 -
.............And if it is a business expense can be be set against their tax bill all £2.50 of it!0
