Trace debt recovery, NCP limited PCN, delivered to old address

Hi there,
I knocked at my old address to get any old mail and recieved a debt letter from Trace alleging a National Car Parks Limited PCN has been unpaid and now progressing onto debt recovery. It was at my old address because I had forgot to update my address on my V5C which is now done. The payment is for £170. I have no information whatsoever about the PCN as the person that now lives at the address did not give me any further letters.
Although I don't know for sure, I am 95% sure that the PCN was recieved when NCP took over some abandoned land and erected signage while my car was already parked there (among many others), which I moved within the day of it being erected. I have a picture from google street view of the area as it was before the signage. There was one sign stating £5 to park here all day, but no payment machines, no signange, no website or app signs, nothing at all so everyone in the area parked there for free.
From reading the newbie threads and a couple of other Trace/NCP threads, the verdict seems to be to ignore the debt recovery letters entirely. The verdict also seems to be to have appealed the PCN which obviously I have missed the opportunity to do so. It seems I should also update my address and ask them to erase my old address so I do not receive a CCJ. Should I do this for NCP and Trace, or just NCP? Should I also ask for information on the PCN to aid in a possible future defense?
Is updating my address with these companies the only steps I should take for now until a court summons?

Sorry I forgot to mention, this is NOT in Scotland. This happened in England.

No summons will be issued, its not a criminal matter
Email the DPO at NCP and give them the current address and tell them they MUST ERASE the older address and they MUST only use the new current address, email a copy to the DPO at TRACE too, don't forget to include a copy of the V5c at your current address, assuming that you still have it and updated it too, copies of 2 recent redacted utility bills would be good to include as well, just to be sure
You should not email a SAR to NCP DPO because their claim maybe poor in the information department, giving you more ammunition, so a SAR is not recommended, even just to satisfy your curiosity, be in the dark for now
So yes, update your address ONLY, for now2 -
Hello, updating this thread with some new information and questions.I moved addresses since then and have updated both data protection officers with proof. I just got access to the middle address and found a Letter of Claim from Moorside Legal. I have missed the 30 day deadline to respond, unfortunately.It's possible they have sent a County Court Claim to the old address, is there a way to find out if they have so it doesn't default?Should I do a late response with the recommended template to the Letter of Claim?Thanks for your help0

You can't find out, except by asking them, when you email to tell them that their clients have given them the wrong address for you. Tell them you just found out about their LBC and now require them to:
- action a 30 day hold to seek debt advice, and
- erase the old address, and
- note the correct address which is ....... and
- cancel and reissue any Claim Form if already filed and tell the CNBC about the address error.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Thanks for the swift response. I notice you have mentioned a Letter Before Claim, whereas this was the Letter Of Claim. Does this advice still apply?
I have already emailed both Trace and NCP but will be emailing Moorside Legal also. I'll wait around a day for a response to this before proceeding. Thanks again.

Definitely let everyone involved know the correct address for the service of papers and they MUST ERASE the previous address or addresses, if in any doubt, tell them anyway0

I have emailed Moorside and asked for information on if a claim has been sent, to put a 30 day hold, and to update my address. I wish this wasn't all happening when I was in between addresses what a nightmare!
