Loft Hatch Enlargement and Asbestos

Hi,
I'm getting my loft hatch widened in my upstairs hallway. The picture below shows a board between my loft and the Artex render to my hallway. It's a 1920s terrace so I presume the artex will have asbestos but the workmen are worried that the board might have it as well ....
I've just bought the place but know a re-furb was done at least in the very early 2000's and screws are driven into this.

What do people think this board is made of? They will test it, but I wondered what you all thought. And what's the worst case like in terms of removal?
