Euro Car Park - PCN - N. Ireland

Hi all,
I got a PCN for euro car parks in belfast for 7.24pm - 7.47pm on 6th June.
I am almost certain that I had paid for a ticket but I can’t find proof of this so it seems useless now. But with recent car park changes in April, should I pay this or ignore it?

‘From 1 April 2024, all Council owned car parks in Northern Ireland will now be managed by a private parking operator instead of the Department for Infrastructure (DfI). The main change for consumers is that the parking enforcement officers will now wear blue uniforms, however, the responsibilities and legal authority that the attendants have will remain the same and any Penalty Charge Notices (PCNs) issued will be valid and must be paid or appealed by following the instructions on the letter or notification received.’Umkomaas said:

Basically, in N.I. if a PCN didn’t say DfI on the notice it would get ignored, but now they’re ebrington managed differently.0 -

That's saying that in Council run car parks PENALTY Charge Notices will still be issued (and they will still name the Council as the issuing authority) but the people on foot will be private agents acting for the Council. Like NSL and APCOA already do in E & W.
But what you've shown us, is the front page of a hybrid mess! It calls itself a Notice to Owner (Council only, issued under statute law) but also a PARKING Charge Notice (private PCN issued under contract law).
Show us the back.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

The keeper cannot appeal to PoPLA in NI. It's unfair, but then the whole unregulated private parking industry is unfair.
The keeper can either appeal the PCN without identifying the driver, or they can ignore it. The keeper should always complain to the landowner and the NI consumer council without identifying the driver.

I say the keeper should send a formal online complaint to ECP stating that the term 'Notice to Owner' is a local authority statutory document only and by heading their parking charge with those words they have breached the BPA CoP by impersonating authority.
NTO is on the 'banned words' list of the impending statutory Code (that will apply in England, Scotland and Wales) and whilst that charged law will not affect NI, nonetheless the use of 'NTO' is a clear BPA CoP breach.
Threaten to report ECP to the BPA.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
