    I feel for you, neighbours from hell.
    I live in a flat, the flat adjacent to me had a guy smoking weed or whatever it was. It reeked like nothing else, the smell somehow found it's way to my place through the walls and windows. It was horrendous. Thankfully it was only 3 months then someone else came along that's lovely and quiet 💕.

    Anytime they come out, get a liquid !!!!!! fart bomb and close your balcony. That should get them back inside. They want to cause inconvenience? So can you.

    See if you can find some battery operated fans that you can attach to your balcony and send the smoke back down?

    I'd advise the OP not to do this as it could really inflame the situation. The OP already has a fairly poor relationship with their neighbours to the point a dispute needs to be declared if they sell.

    Antagonising further risks the whole thing escalating, and setting off stink bombs would probably constitute harassment. Does the OP want the police involved for their behaviour?

    Mr Generous - Landlord for more than 10 years. Generous? - Possibly but sarcastic more likely.

    The OP might die of cancer (or loads of other things) before them... Cancer rates are on the rise. I wouldn't be banking on the neighbours dying. 

    As I said, moving would be a permanent solution to those neighbours, but the OP might end up with even worse neighbours.

    From my experience... it depends who makes themselves more of a pain. 

    Had your issue previously but was someone that moved in next door who used to chain smoke on their patio next to ours. He wasnt so bad, he'd apologise and offer to stop if we were outside at the same time but it was right next to our bedroom window so would come in and irritate even when we weren't out. She on the other hand was a very different person, often out in her dressing gown (normally untied, not always underwear underneath) and would smoke 2-3 fags in a row before going inside. 

    Our current Leasehold has exceptionally few restrictions, you can't dry your laundry on the balcony, need permission to knock down walls and no pets but outside that its a very liberal lease compared to most. However, every year the person diagonally above us writes a raft of letters of complaint to the freeholder and triggers "reminders" being sent. We got threatened for having a chimney on our balcony with an argument about increasing insurance costs despite it not having a floor for the last 20 years and so impossible to light even if you wanted to (its purely decorative). On the flip side, they have 4 dogs in their flat but mention that to the freeholder and they advise you'll be liable for the cost of investigating and taking enforcement action.
