Samsung and "lost" phone

Hi, I don't know where to post this so looking for some advise. Feel free to direct me to another place.
I ordered a phone from Samsung directly. Delivered by DPD and it came with a free screen protector both of which were in a sealed brown box. I decided to return the phone in 14 day period and got returns label from Samsung ( DPD). I returned the box exactly as I received it. I didn't even open the seal. Parcel was delivered to Samsung but they are saying there was no phone in the box. DPD won't talk to me as I am not their customer. Raised a complaint with Samsung but they are saying I need to prove the phone was sent. I took a picture of the box before retien however the box was sealed and hence Samsung won't accept that as evidence. They won't even talk to me over a phone,only emails.
Can someone please tell me what can I do? Police complaint, small claims court? I know Samsung and police won't be interested in my little problems but Phone was around £650 and I really need the money. Any thoughts? Should I also post this somewhere else for better advise? Thanks for reading my post.
