    It would very much depend on whether the bill was legal or not. It could be unexpected but completely within the law (as it you just didn't realise it was due). Or it could be a company trying to play fast and loose. 

    Fully understand you not wanting to give all the details, but you'll have to provide a bit more explanation to get any meaningful advice.

    Don't name the company when providing more information, but you do need to provide much more about the circumstances surrounding the situation.  What was the issue with the service, what proportion are you trying to withhold etc.
