Parking Ticket - Hospital grounds and DRP

Hi there, 

I wonder if anyone can help me. I have read the newbies post but still unsure on some content of the original post. 

My situation is that I am a healthcare proffesional currently working in a small rural hospital. This hospital has horrific parking acccess. I recieved a PCN in Nov 23' after parking on a set of double yellow lines on the hospital property for the duration of the morning of a shift before moving my car once some spaces had free'd up by lunch time. This PCN was issued by CP PLUS LTD. 

At the time I appealed the PCN via the appeal email supplied on the PCN. At the time I was mostly angry as multiple cars were parked across parking spaces as shown below: 



My email stated the following:

"I was unfortunately forced to park where I parked due to the number of vehicles being inappropriately parked throughout the premise. I have attached a photo of one such car that was parked inappropriately. I am confused as how best to approach the fact that individuals are allowed to park so arrogantly and allowed to not be fined when I have been fined due to being forced by others like this. I understand that as an individual you are not responsible for this but am greatly frustrated at this fact. The car attached is one of atleast 5 I counted while driving around the car parks. The photo attached was taken at 13:58 surely meaning car was seen by wardens but not deemed due a PCN as it was there on my arrival at around 09:30am."

The reply to these appeal was a shrug off and still needed to pay. Since then I have refused to pay and have now begun to recieve letters from Debt Recovery Plus.  Truthfully I am 50/50 between being worried about this and also realising they are empty threats. I recieved my 'FINAL' chance to pay this week. The original fine was only £25 but now has balooned to £120.

I ignored DRP initally due to this forum! What I now want to know is it too late to start from scratch and follow the plan order as detailed in the newbies post?

- Do i get in contact with POPLA when I was actually technically parked incorretly?
- Do I continue to disengage with DRP? (Which i have gaauged is a YES!)
- Has anyone had any experience with CP PLUS or PCN's issued in a hospital car park?

Thank you to anyone for their advice and help! It is always reassuring when reading these forums.

    Just ignore them if it's at DRP stage.  Completely ignore DRP & chums.

    Tell them if you move house within 6 years (REALLY important).  That's all.

    Come back if you ever get a court claim.

    Unless of course the Hospital will cancel it for you, which they should.
    PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
