Bristol Airport Parking

Please can I ask for some advice?
I attended Bristol airport on 2 May 24 and stopped at a temporary traffic light. At the time my partner exited my vehicle and entered the terminal whilst I remained in the car and the traffic control light red. I received a charge notice 2 weeks later showing CCTV footage of my partner getting out of the vehicle and a notice stating “illegally stopping in a restricted zone”. I appealed cheekily, stating I was at a traffic control light and was unable to move - The truth.

I received further correspondence from them dated 18 June 24 (6 weeks later) advising me of an administrative error on their part. The new notice now states “stopping to pick up/drop off in a restricted zone”.
I am asking if I can appeal the new notice as it exceeds 14 days?
Date of event: 2 May 24
Issue Date: 18 June 24
Whilst I accept I was wrong at the time, I can’t help feel the company is changing the rules for financial gain?!

The company is named VCS Ltd.
Please help.

As you have unfortunately revealed who was driving then POFA schedule 4 is in the bin and doesn't apply at airports anyway, so there is no 14 days deadline
VCS had 6 months to obtain keeper details and one month to get the PCN to the keeper
That law doesn't assist an admitted driver1 -
But it's extremely easy to defend and win.
Read other Bristol Airport VCS threads and firstly complain to the Airport.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
