Blocked Bidders Question

I presume we all know that we can block bidders by entering their user name into the "Block Bidders" box and then hitting block. My question is, once that is done, do Ebay just block the user name or the account? For example, if you block someone, and they then change their user name, would they then be able to start buying off you again?

They block the account, any changes to the buyers username are updated automatically in the blocked bidders list.
