PCN from Feb! TNC collections £170

Hi All, I joined this group for some advice. I have read the Newbie Thread but I'm not sure about a few things. This morning (June 18th) I received a letter for an incident that took place in February. It is the first letter I have received. However it states that I have ignored previous letters and therefore the PCN is for £170. It also states the time to appeal has passed. The company in question is an IPC member &BPA. I have checked the evidence which shows images of the sign and the car parked on a yellow lines. However I was at the car and it was my partner that went into the petrol station to buy some food. My questions are
1. Can I still appeal
2. Do I appeal to the universal parking enforcement ltd even though they are saying appeal time has expired
3. On the appeal letter template from the newbie section it says that they must show evidence of the signage and the car which is already available when logging into their system-
Please advise how I should proceed

The company in question is an IPC member &BPA.No they aren't. Not both.
One if the Q&As at the start of the NEWBIES thread tells you they cannot be AOS members of both. Not that it matters.
The missing PCN and reminder will likely be because you forgot to change the address on your logbook when you moved. Am I right? Check your V5C now. Changing your driving licence address only, doesn't cut it.

Incorrect. I have owned the vehicle for more than 5yrs and loved at my address for over 10
So no appeal since appeal window has closed. so just ignore the notice.

In that case it sounds like the usual scam (more common these days) of not sending a PCN but pretending they did. That 'allows' them to increase the scam £sum.
You could ask the debt crawlers for a copy of the supposed NTK. I don't think we have one from Universal Parking Enforcement Ltd in the NTK pictures thread and it's worth getting. But don't phone the scammers.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

So do I just email them and tell them that I didn't receive any previous NTK could you please send me the copies of the notices or is their a template
Also what should I expect from them in the coming weeks/months

Email the DPO email address of Universal Parking Enforcement Ltd and ask for all data held including a full copy of any PCN & reminder they reckon was posted, plus proof from their Mail Consolidator that it was sent.

Continue to ignore. It is simply more debt collection scamming. You have already been advised to ignore all debt collectors.
TNC cannot "instruct" solicitors as they are not a party to any contract you have allegedly breached with the PPC. It is all designed to get low-hanging fruit on the gullible tree to poop their pants and pay up out of fear or ignorance.
Only the creditor can "instruct" a solicitor to issue a claim. Before they can do that, you have to be served with a Letter of Claim (LoC) which gives you 30 days to pay before they can initiate any claim against you.
If/when you get an LoC from either the PPC or their solicitors, you then follow the advice in the second post in the Newbies/FAQ thread.1 -
