Has anyone managed to get a human to respond to a complaint requesting a refund from Uber Eats? The app ‘help’ is a nonsense, and takes you round in circles. I’ve even tried Uber Eats Support on Twitter, asking for a postal address to write to, but again, all I got was the runaround, inspite of asking 6 times.

When you are looking for a company's postal address, the trick is to look at the bottom of their website for "Terms "Terms and Conditions", not "Contact Us".
Clicking on "Terms" at the bottom of the UK version of the Ubereats.com website brings up:We are Uber London Limited, a private limited liability company established in England and Wales, registered under the company number 8014782 and having its offices at Aldgate Tower, First Floor, 2 Leman Street, London E1 8FA.Whether complaints sent to that address will get a response is anyone's guess. But if you intend to send a letter before court action, that is where you would send it.
