Final notice of debt recovery - DCBL

Hi all,
I am writing hoping to be able to get some advice.
Mid March 2024 I received my first ever letter from DCBL. I was shocked as I had never received a PCN and they were chasing a PCN that had allegedly been issued to me in December, but I never received it. It was in a shopping centre car park and the reason for the alledged contravention quoted was: "vehicle remained on private property in breach of the prominently displayed terms and conditions. They threatened me with court action, and being this my first time, I got scared so I made the payment of £170 although I had never received the PCN.
I then contacted DCBL clearly stating that I had just received their letter, but that I had never been given a PCN on the day stated and that I had never received any notification in the months leading up to their debt recovery letter. They never got back to me.
Towards the end of May, I received a second letter. Again, same modus operandi. I never received a PCN, but I was receiving another letter from DCBL saying that I had received a PCN in February in the same car park as before and that I had failed to pay it. So I concluded this must be a scam as I have had traffic fines before, and I was always issued a PCN but never when in this car park, managed by CP Plus Ltd. I then proceeded to look for CP plus reviews online, and I was not impressed to find that apparently this fraudulent practice is something they are well renowned for. I decided to stand my ground and dispute this as I was no longer willing to pay so I contacted DCBL and this time I managed to speak to an agent.
The agent on the phone said he believed me and that he was well aware that these are common practices amongst some of these deceiving private parking companies, but that I should still pay the sum to avoid going to court. So on our phone call, he basically acknowledged malpractice from the parking company. He also said they had said that CP Plus had said they had issued me the PCN, and then sent me two letters to my home address but again, none of this is true. My address is the same as DCBL used to collect the debt, so it is the same one CP Plus would have used to contact me and I find it hard to believe, that on four different occasions in 2024 CP Plus would have sent me letters and ironically enough, I have failed to received them all but I have not failed to receive any from the debt collectors. The DCBL man said this is common, parking companies say to have issued letters to people who they say have received a PCN but this is oftentimes not true.
I have now received my final letter for this second incident stating this is my final notice of debt recovery prior to going to court.
Could you please advice the best way forward?

Debt collectors letters are safely ignored and disregarded, they are powerless, especially DRP KTD and DCB LTD , debt collectors as I said
However, the same initials belong to DCB Legal too , the legal section, so do not ignore letters from DCB Legal, especially not a Letter of Claim giving you 30 days notice

The most common reason for not receiving the NTK PCN letter is moving and not updating the V5c logbook, or a clerical error so check every detail closely, so check that its up to date ASAP, update it online if it needs doing
You can expect that LoC followed by a court claim in the near future, with Group Nexus or C P Plus as the claimant and filed by a lawyer firm like DCB Legal
Never, ever phone these companies up, so don't do it again
Ps , you have no Idea if those letters were sent, so you cannot say that they weren't sent to you , all you can truthfully state is that they never arrived and you have not seen them

You've already thrown away £170 in this scam and been marked as a "mug". Read that thread and understand why. Stop communicating with useless debt collectors. They are relying on low-hanging fruit on the gullible tree to do exactly what you did with the first PCN.

Please do check that because if it is incorrect, and remains that way, you not only expose yourself to a real fine of £1,000 from the DVLA, but also any police speeding or council penalty notices not being received, which are infinitely far more damaging than a private parking companies spurious, speculative invoice. DCB Limited will have acquired your correct address via a trace agency. As a regular user, it will have cost DCBL as little as 29p for your up to date details.
2. You can expect that LoC followed by a court claim in the near future, with Group Nexus or C P Plus as the claimant and filed by a lawyer firm like DCB Legal2. This (the missed PCNs) will be down to an old address on your logbook. If we are right, that's due to your oversight but NOT a reason to pay a scam parking charge.
Pleeeease stop phoning up DCB Ltd and thinking they are there to help. Stop. I do not understand why you paid one and it makes us very sad to read that.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Please email DCB Ltd about the one you paid (NOT THE NEW SCAM) and ask for a breakdown of what the money was for and who retained the £70 'fee' you paid - DCB or their clients? Why did it not include VAT?Ask.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Ask them for a VAT receipt showing the above number for the £70.
We know from the unregulated code of practice states that members can charge for debt collection
CALLED THE OSNER SCAM.
DCBL live in a different world where they use different words to hide DEBT COLLECTION
IE> DAMAGAES OR CONTRACTUAL for the fake £70
It does not matter if you are not VAT registered yourself, it's no different to filling up your car with fuel, you can ask for f a VA receipt and you will get one
If DCBL or any of the fakers, legals, debt cllectors etc fail or refuse a VAT receipt and are VAT registered, they are obliged to to give you a VAT receipt. A complaint to HMRC is in order
We know when it comes to parking charges there was a case between HMRC and the SRS group of parking companies that a Scottish court ruled that parking charges were exempt from VAT
HMRC LOST .... but that was a few years ago. The court was wrong as car parking charges are a serVice insustry and as such, parking charges must attract VAT
Whatever party wins the next election, they will need money
What better way for HMRIC to finance the problems of this country
Could this be tax avoidance or evasion ???
Only HMTC can decide
And when the idiots like DRP or ZZPS and the other odd balls try to add a fake £70, ask for a VAT invoice
THEY WON'T but have fun with the money scammers
