We didn't bother changing the locks when we bought our house as we were going to be renting it out for a while. Once we got it back from being rented we changed them all then. The property was a probate purchase and we knew that it had had a gardener going in and also cleaners and a neighbour had keys. Goodness knows how many copies of the keys were knocking about.

Second contacting DVLA as soon as you can.
I know someone who married and moved. Didnt change driving licence. Then they lost it. DVLA would only send to address they had. Fortunately people at that address were understanding and passed post on.

Your poor tenants! I change the locks on tenanted properties every time there's a tenant change. If you feel there's a risk when you move in, why subject tenants to the same risk?
