Council issued PCN with wrong number plate details

My son received a Council issued Penalty Charge Notice yesterday. All the details on the PCN relating to his vehicle are correct, except they have got the number plate wrong by one letter. They have taken photographic evidence of the car, which shows his number plate correctly. When he looks online, the PCN is associated with the 'wrong' number plate, not his number plate, and the 'wrong' number plate is NOT associated to any other vehicle (they will not find an address to send a corrected PCN to unless they look at the photos taken).
Are the Council able to re-issue a corrected PCN to his vehicle when they realise the other vehicle does not exist? 
Not sure whether he should contact them or ignore and hope for the best?

    As its council and not private, please post your query over on the ftla parking forum in the council section there, after reading their posting requirements first

    A wrong VRM on the PCN is fatal to a council PCN so he can ignore it (but keep it 2 or 3 months just in case).
    PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
