My fix rate ends , first week August. Am I better waiting till July to shop around for replacement, if price cap is coming down 7% or are companies already offering new fixed rates, that include this reduction ?

Any fix will take into account the price cap going up in October and January and falling again in March.

What is your motivation for fixing; knowing what you are going to pay, or saving money? If the latter than look at TOU tariffs (you'll need a working smart meter to benefit).
