Grandparent's Childcare NI credits and medical retirement

My sister was given early medically retirement from her local council authority job 18 months ago, 10 years before she's eligible for her state pension. Her local authority pension rules states that she cannot take another job either full or part time and if she does, she will lose her medical retirement pension.

However, health has greatly improved and recently she has been looking after her grandson after school and during school holidays so that his mum can return to work. 

As her NI credits are 10 years short of a full state pension, can her daughter transfer the Child Benefit NI credits to her mum to boost her pension without it affecting her local authority pension? My sister can only see something saying she can't go back to a paid job but doesn't say anything about voluntary work or anything to boost NI credits. She's also in receipt of PIP (it was originally DLA) which doesn't automatically make NI credits.

    Is this a time limited Tier 3 pension?  There's not normally this level of total  re-employment ban with Tier 1s or 2s (with Tier 1 being the highest).  

    In the meantime, there's nothing to stop her from claiming childcare NI credits.
