How do I show ALL Thumbnails rather than placemats / icons ?

My Windows 11 laptop is not letting me display Thumbnails in some folders - defaulting to icons - I have even resorted to clearing and resetting the thumbnail cache with no change
I have "always show icons never thumbnails" UNTICKED
How do I ensure that Thumbnails are visible ?
If I was half as smart as I think I am - I'd be twice as smart as I REALLY am.

There's an option you could try:Set up one folder the way you want it and then come here and "Apply to Folders".Note that thumbnails only appear when you are in Icon view - they won't appear i List or Details view - and for some file types they won't appear at all.0

Tried that with no effect - I have hundreds of JPG images as icons rather than thumbnails
