Vehicle seized and how to get it back

Without sounding harsh or sarcastic it sounds like there's a bit more to this than is being told.
Only now are you worried about the value but for the last 7 yrs it hasn't been insured.
How has it now come to being on a road then to be seized.
And then there's the dogdiest reason ever given for it not being registered with the correct owner7 -

Start of by trying to get it registered in your name. Talk to the previous owner if required you have his details.

Do you still have the New Keeper slip? What registration number is on that? I'm assuming the old keeper took their plate off before selling it to you but you never changed the plastic over.
If you send the New Keeper slip in tomorrow Special Delivery then it may get registered in your name in time even if it hasn't made it to you.If I were you I'd be visiting the old keeper and asking them to sign a statement saying that they sold the van to you on blah date for blah money, and try to use that along with the V5 and finance paperwork to show you own it even if not registered.Then you'll get to deal with all of the other offenses plus a whole host of expenses since you're going to need to get insurance that'll remove it from impound and since it presumably doesn't have an MOT you'll need to get it recovered in a vehicle big enough to recover a van.0 -

It's likely the van is still "in trade" with DVLA, if the original keeper sold it to a dealer.
