DCBL letter CCJ missing from report

So about 5 years ago I was insured on my partners mothers car and was borrowing it for a couple of days. I parked in a space outside my apartment building and recieved a parking ticket.

I remember receiving the parking fine but can't remember if it was issued to my partners mothers address first or my address but essentially it ended up in my name. I just ignored it.

Now 5 years later, I have moved house since, I have recieved a letter at my new house from DCBL titled 'NOTICE OF DEBT RECOVERY - UNPAID COUNTRY COURT JUDGEMENT £185'. The letter states that a CCJ was taken out against me in July 2020. 

In June 2021 I entered into an IVA and this debt never came up or was included in the IVA. For the past 2 years I have been checking my credit report with all three agencies and this CCJ has never appeared. 

The letter I recieved today is the first letter I have recieved since it happening over 4 years ago. It is dated 5th June 2024. 

My question is why hasn't this CCJ ever appeared on any of my credit reports over the past 4 years since it was apparently issued? Could it be that it was issued at my partners mothers house due to her being the owner of the car? If so why was this the case when I was issued the fine at my old address? All my old addresses are also included in my credit report.

Could this CCJ appear on my report after 4 years of it not being on there? 

I don't particularly want to start asking questions to DCBL or the credit agencies in case it was an admin error and then it essentially gets added to my report.

    I think if it hasn't shown up in 4 years and if it suddenly did, IF a CCJ for another 2 years wouldn't really matter to you, then ignore it.

    Nothing will happen. DCB do not send bailiffs round for under £600.  Not ever.

    How did you end up with the PCN (and presumably the N1 claim form) if you were not the RK? Did the actual RK transfer liability to you as driver?

    I can't really remember to be honest. I'm assuming that my partners mother transferred the liability over to me. I remember getting the first initial letter to my old address with the details of the PCN but that was all I received
