Parking Eye Wye Valley Visitor Centre

I have read everything relevant I can find on the forum but am still not sure what to do next.

Here's the situation. I have received a PCN from Wye Valley Visitor Centre, a location which features quite heavily on the forum. The PCN shows my vehicle entering and leaving the car park in question for a period of 1hr 6m.

Parking Eye (PE) do not appear to have fallen foul of the POFA 2012 requirement. The notice was received by me, the keeper, within 14 days and the relevant paragraph is present on the reverse. I have already appealed to the operator using the 'There will be no admissions as to who was driving' template.

I'm confused as to whether I can win a POPLA appeal (which I have done successfully in another case several years ago). I understand the driver simply didn't see the signs and forgot to pay for parking before leaving (they had a hangry toddler to feed, what can I say). They didn't visit any of the paid attractions in the end -- they just had a picnic lunch by the cafe and left. 

I realise that I should initially write to the landowner to see if the charge can be removed. But again, I'm not sure on which grounds I should be requesting this as 'the driver forgot' doesn't appear to be the most salient reason for not paying. 

Having searched for successful decisions at this location, the only ones I can find seem to focus on grace periods / broken machines. These of course don't apply to this case, given the length of stay. The only arguments raised which seem relevant to my case are:

3. Poor signage.

 4. The operator lacks proprietary interest in the land and does not have the capacity to offer contracts or to bring a claim for trespassing.

 5. No Evidence of Period Parked – Notice to Keeper does not meet Protections of Freedoms Act (PoFA) 2012 requirements.

 6. Vehicle Images contained in Parking Charge Notice: BPA Code of Practice – non compliance.

 7. The Automatic Number Plate Recognition (ANPR) system is neither reliable nor accurate. 
I should add, however, that this case (like others) was won by contesting the grace period (driver stayed for just 11 mins).

Do I appear to have any likelihood of successfully contesting this charge? Any advice would be gratefully received. I've attached a couple photos of the location that I found on other posts.

    I don't see a win at appeal, no.  And we know from other reports that Wye Valley tell people to get lost when they complain.
