- If the neighbour (or a previous owner of the neighbour's house) put it up, it would belong to the neighbour.
You would be buying whatever the buyer and seller had agreed. (Although, the seller cannot legally sell anything they don't own.)
Typically, if a seller owns a garden fence or a garden wall, they will be agreeing to sell it along with the rest of the property.
And if a garden fence or garden wall is being built on your land, typically, it's being built by you and you own it.
(In theory, there might be cases where you've allowed somebody else to build their fence or wall on your land, or you're renting a fence or wall - but that seems very unlikely in practice.)

I tell ya, I'd swop my neighbours for yours in a New York minute. An old boy getting on with himself and taking care of the place - I'd pay extra for that!
