Zero time tolerance for parking ticket?

They recorded me using a hotel car park for the total time of 10 minutes. 

I appealed at the time (August 2022) as there was a road closure on the main bypass due to a suspected jumper over the river and I couldn't escape the car park I entered to get off the road.

I am not arguing entering the car park and after two years don't think it is worth arguing that there was nowhere else to go.

My question is simple - isn't there meant to be a 10 minutes grace period?   They state on their own records I was there for exactly 10 minutes.

Advice welcome.
And DO please forgive me for not using the forum correctly?  I am in the middle of chemotherapy and my brain fog makes concentration difficult.

    Name the parking company involved here 

    Is it DCB Legal or DCB Ltd chasing you ?

    @Jev88, if asked, I could easily tell you the registration mark of the Toyota Corolla vehicle concerned.
    Your other masking isn't foolproof either.    ;)

    I can see I didn't scribble enough!    But I haven't had that car for about 10 months now - returned at end of company car lease.

    That information seems to be the debt collectors chasing you, not the parking company 

    So please name the parking company like I asked earlier

    Well of course you won't be paying. Not even if DCB Legal issue a court claim.

    At the moment this is just DCB Ltd, the debt crawler arm who can be totally ignored.  

    What I would do is complain to the Hotel Manager, mention how stressed this is making you during chemo and ask them to step in & please email their agents ParkingEye.  The landowner can always cancel a PEye PCN. Even years later.
    PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

    Did exactly that and turns out they booted parking eye out last year but have agreed to contact them and cancel the 10 minute ticket.
