CP Plus/DCBL Debt Recovery letter, 12 months late, no original PCN (log book up to date)

Partner has received a Notice of Debt Recovery from DCBL (on behalf of CP Plus Ltd) for an unpaid parking charge from 12 months ago (June 2023).
He never received a PCN at the time, so we have no evidence of any wrongdoing, but also we have no way of proving it never arrived. His log book did have the correct address, we moved in July 2022 and it was updated then.
As 12 months have passed (now June 2024), we are outside the 28 day appeal window, so cannot go through the usual appeals process with CP Plus.
I'm feeling a little stuck where to go next: without a rejected appeal from CP Plus, I don't think we can turn to POPLA. I can't find a reliable email address for CP Plus to send an appeal to (I've found a physical address, but as per the advice on the newbies board I would rather email than send in the post).
I'm happy enough to ignore this letter from DCBL, but would much rather handle this now than let it get out of control!
Any advice would be greatly appreciated - even just accurate contact details for CP Plus would be great.

You would be better off directing a complaint to the landowner or managing agent and getting it cancelled, plan A
You won't get anywhere with Dcbl or with C P Plus
More than one letter should have arrived at the correct Registered keeper address, the NTK PCN letter, followed by a reminder letter, so something's off1 -
Landowner complaint. Easiest way to cancel a private PCN.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Complain to CP Plus no letters were received and your V5C address is correct.
