If Tesco Bank persists with this - contacting the Financial Ombudsman might be worth considering.
It's not a quick path to resolution though in my experience.

Personally I would contact your mothers local MP. Explain the situation your complaint hasn't been resolved/has been denied, explain they are refrusing the documentation age of your mother..etc..

I expect they would get something resolved quickly

When my dad got dementia he could not pass security when talking to any form of helpdesk. However he could still sign his name.
So for one or two banks, I wrote the letters, told him about the contents and got his agreement to send the letter. He would then sign the letter and it would be sent.
A few transactions and account closures were done this way.
If your mum can still sign her name and it matches the signature a bank will have on file, this may be a way forward?

Could prove to be difficult bearing in mind a certain thing that's happening on 4th July.

Particularly given we technically don't have an MP at all now as they are all off now

Sam Vimes' Boots Theory of Socioeconomic Unfairness:

People are rich because they spend less money. A poor man buys $10 boots that last a season or two before he's walking in wet shoes and has to buy another pair. A rich man buys $50 boots that are made better and give him 10 years of dry feet. The poor man has spent $100 over those 10 years and still has wet feet.
