    I think run your document through a spellchecker set to British English and that will help.

    You need to attach evidence (photo of the old permit?  Copy of your lease showing that it says nothing about permits or charges to park?) and court case transcripts, but I can't see that you have got any exhibits yet.

    You need the transcripts of cases like Excel v Smith, VCS v Edward, Excel v Wilkinson and Civil Enforcement v Chan.

    At the start you say this but you don't even tell the Judge which case you mean:

    "The Defendant draws to the attention of the court that there is now a persuasive Appeal judgment"
    PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

    Also when using copy & paste make sure that the statements are relevant to your case  -  i.e. the info in para 36 is nothing to do with your case (there are others)
