I have never had a PCN before and I am very confused with all the mixed advice on the Internet.  I also suffer with depression and wonder if it's worth just paying the reduced amount for peace of mind.
I was charged for parking on a Home Bargains car park on a Sunday evening when it was closed.  I wasn't from the area and didn't notice any signs, however, I've been told there are plenty and ignorance is no defence.

So why was the driver on private property for 22 minutes if the store was clearly closed, ?  So not a customer

Why did the driver not stop on the public roads there instead of using a private car park. ?

What do the signs stipulate. ?

    There's no mixed advice here

The main thing is that on Sundays and evenings you can always park free in any town on-street.  There is no way I'd drive into a private shop car park on a Sunday evening. Every single yellow line and most kerbside bays would likely be unrestricted.  Next time, just park on street.

See the NEWBIES thread for how to appeal.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
