not exactly sure what you mean 

example I can open a note or a word document on my mobile phone click the microphone button and speak and the text will appear in the document

you just have to enable Google voice typing on your smartphone keyboard

Although they can have  problems with accents. It types some very strange things up occasionally.

Live transcribe..via the Google Play store does the job. Not perfect but very good if you speak slowly and clearly

What meant was I've got a voice recording on my iPad. Is there a way to get it to write itself down

Go to setting>general>keyboard and turn on Dictation

If you want to transcribe an existing recording,  I've seen people do that with otter.ai (with varying success). I think you can get a free trial.

Open Word, turn on dictation, press play on the recording.

The Google Keep or Keep Notes app on Android does this so I'd imagine the Apple version does it too?
