I am considering buying an old refurbished Macbook from EBay to use for managing my iCloud photos only. I don't intend using Safari at all. Is this a security risk with the Macbook not receiving security updates anymore?
Also do older Macbooks display .heic photo files? As my Chromebook doesn't.

Who knows, depends on how old old is.
macOS High Sierra is when HEIC became natively supported so can the machine use that or a more recent OS? Generally machine post 2009 should be able to run it so you are talking 15 year old computers.

Why not buy a portable storage drive & keep them on there. No risk from hacking set.Life in the slow lane1

Any machine with internet access is a security risk esp. of the manufacturer has stopped issuing patches.0
