VCS Charge Notice for Stopping in Prohibited Zone at Leeds Bradford Airport

I am the keeper, but not the driver of the vehicle at the time. Apparently, the vehicle was stopped for less than one minute and received a Charge Notice for £100 (with a £60 early pay off "discount").
Here's where I am in the process currently:
Would any of the information provided from VCS or Leeds Bradford Airport be helpful to post to this group as well?

- I have complained to Leeds Bradford Airport without any success.
- I have appealed with VCS without any success (without disclosing the driver).
- They have referred this to IAS for appeals. Based on reading through the newbies thread it sounds like the best recommendation is to ignore the IAS appeals process. Is this still the case?
Would any of the information provided from VCS or Leeds Bradford Airport be helpful to post to this group as well?

Can the keeper prove they were not driving?

The keeper was the one that was being picked up at Leeds Bradford, but based on the time stamps the flight had already landed. Keeper was traveling with a group so there are other witnesses, but not sure that is enough proof for IAS?
Does the keeper have any other defence of this charge notice other than not being the driver and no responsibility to name the driver?1 -
Well obviously if you've read the NEWBIES thread you'll know you won't be paying, regardless of not trying IAS (or even losing at IAS). Loads of VCS Airport defences on here. The registered keeper should appeal and try IAS with a copy of their boarding card for the flight and state they weren't driving. They were the passenger being picked up (make sure they prove it) so they are not liable because on Airport land the POFA 2012 doesn't apply.Read any VCS Airport IAS not driver thread.PRIVATE 'PCN'?
