APCOA PCN advice


Hi there, I've read the newbies thread and have a couple of questions.
The registered keeper received an APCOA parking charge notice for parking at Bristol Parkway Station Car Park without valid payment. The driver tried to pay for parking upon arrival on the APCOA app. The payment platform within the APCOA app required them to confirm the payment in their banking app, but after they had confirmed the payment on their banking app, they forgot to go back to the APCOA app to click they had confirmed the payment and so the payment was not processed. The driver checked the APCOA app when they returned to the car to discover their payment had not registered and so they paid for the parking after they had left the car park, on the same day.
If I've understood correctly, the registered keeper should use the blue template to respond. Should they attach a copy of the invoice showing the parking was paid for, albeit after the driver left the car park? Should they explain the situation above (whilst not identifying the driver)?
I also see on the thread of pictures of parking firm NTKs that APCOA parking charge notices are marked as 'always non-POFA 2023'. The wording in the image is identical to the wording received by the registered keeper in this case. Should they point out in their appeal that the NTK is non-POFA compliant? From reading Schedule 4 paragraph 9, I'm not clear in what ways the NTK does not conform.

Pofa 2012 schedule 4 does not apply at train stations, railway land, nor at airport's or ports, so doesn't apply meaning no keeper liability, thats all there is to know
The keeper should appeal based on that premise using a recent template from a train station PCN thread, where suitable wordings are given, rather than the blue text one size fits all template
Look for anything over the last 12 months by troublemaker or LDast, with the POFA failure's outlined in them , or something similar like at airports or ports, look for APCOA or NCP train station threads, I know that I would
Although evidence could be provided and the drivers witness account written up , POFA should win the day and is an easier win
Is it definitely a Parking Charge Notice. ? or alternatively a Penalty Notice. ?1 -
Let it time out in 6 months.
Read any other APCOA Railway penalty thread. Those are your keywords: search the forum and change to NEWEST results. Saves us repeating what was said last week, and the week before, and the week before that, etc., in all the other exact match APCOA railway penalty threads.
We have loads and no-one pays nor worries whether the POPLA appeal works or not!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
