Probate property - unable to check utilities

You can certainly ask the vendors to get the utilities running so that your contractors can inspect & report.
Depending on if the utilities have been just turned off (eg stopcock etc) or disconnected eg to remove any standing charges / supplier costs, the vendor might or might not agree.
But with repossessions and probate properties it is inevitable that the vendors will have minimal/zero knowledge of the property (expect a lot of 'Not Known' answers to Enquiries), so there is always an increased risk with such purchases, and the boiler/utilities is just one more risk that you must decide either to take or to walk away.
