phone messages when dialling a number not used for years?

Hi not sure if this is the right forum, but here goes. I recently found the number of an old school friend, i presume it is bt but not sure, and i had an idea they may have changed their number by now but thought id try. Anyway when phoning from my mobile i got a message saying something like 'calls to this number are barred' and on the landline i got 'this number is not accepting incoming calls'...i suppose this has to mean they have changed their number?

it means the line has been turned of either for non payment or they stoped the service
