Thornton v Shoe Lane innit? If that was done by camera, by the time you've got out the car to read that sign, you're already liable for a PCN and on relation to terms you weren't able to see before visiting the car park.
The only way to avoid it would be to have an e-permit before coming into the land. By including a prohibition when the store is shut (presumably the only way to add the car to sone sort of customer terminal) then it's actually impossible to comply with that restriction too, no?4 -

What I suspect OPS have done is, when setting up their CCTV for the carpet shop they've added an extra camera and trained it to spy over the road.
This is not acceptably overt camera surveillance, according to the DPA 2018. It is also going to capture vehicles and people on-street which isn't OK.

Yep. That is surely illegal surveillance.
The PCN shows it was generated from data captured from CCTV in a different road/shop - you can tell from the angle:

Johnersh - I will look at that case, I did read your invaluable comment on another thread that Coupon-mad pointed me too. You are so right that even exiting the vehicle to read the sign would make me in breach of the contract - as you said in a previous thread...it's a trap!
Coupon-mad - such a good point - I re-read the contractual information and that definitely implies only disabled badge holders and motorcycles are under the contract! I will also complain to BHCC planning department as you suggested with the relevant data protection/privacy concerns. Will update with any replies.
ParkingMad - this is a great angle and shows the true extent of how much the CCTV will covertly capture.

Hi all! I got a response from the councils planning people as per below:
Thank you for your request for a planning enforcement investigation concerning CCTV camaras at Bond Street Carpets and the Flooring People 93 Boundary Road. Unless installed on a listed building we would not usually require planning permission for small fixtures on shops as planning permission is not required for small and visually inconsequential objects. In this case the premises is not a listed building and therefore we are not able to deal with this matter in relation to planning enforcement.
However, I understand your concerns relate to data protection. Any breaches of data protection are dealt with by the Information Commissioner’s Office and the following link explains a bit more about CCTV for businesses and data protection CCTV and video surveillance | ICO . The complaints procedure can also be found on the website.
I will do this as after your comments I believe I should due to privacy concerns.
