Pension Credit and Service Charges

If you receive pension credit and some of it, £140 a month, is to cover service charges and ground rent for a leasehold flat, what happens if any major work needs doing that requires extra money? For example a new roof which will cost each leaseholder an extra £2800 on top of their regular service charges. Will this also be covered by pension credit? If so, how do you claim for this huge, unexpected cost, which needs to be paid immediately?
