What am i doing wrong with Cherry Tree?

My cherry is attacked every year by a host of bugs and i get no edible cherries.
I tried an anti bug net last year with very thin mesh to keep everything out but my cherries were still eaten.
I also tried garlic juiced and soapy water without success, any ideas?

I have hoards of little black bugs that suck the leaves and cause the tips to die.

I tried spraying before but they come back.

This year I caught them early and sprayed the bugs directly every 2 days (because they seem to breed like wildfire) for a couple of weeks, netting the tree so the birds wouldn't be tempted and so far seems to have done the trick.

Cherry count poor but at least the tree is healthy and should store up energy for next year
