I am curently appealing the drivers parking charge notice via POPLA. There are no pay and display machines on this site, its pay by the Ring Go app or via telephone, yet the Entrance sign clearly states Pay and Display. See pic. Could this be used as one of my points of appeal? Thanks.

Poor or inadequate signage should ALWAYS be in a Popla appeal, preferably by including the evidence of it, or lack of it2

Yes I would say the words 'pay & display' at the entrance suggests you can pay by card or coins & get a tangible ticket to put on your windscreen. This entices people in with an expectation of non-digital payment options.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
